Where does CAPS fit for an AML officer at a Lietuvos bankas-licensed CASP?

At the top of the pathway, above AML Foundations and CASS. Lithuanian crypto providers moved from Financial Crime Investigation Service supervision to Lietuvos bankas under the Law on Markets in Crypto-Assets adopted on 11 July 2024 — and that shifted the standard of scrutiny considerably. CAPS is written for whoever now has to satisfy a central bank rather than a law-enforcement supervisor.

Why does Lietuvos bankas care whether AML staff hold advanced qualifications?

Its expectation letter of 16 August 2024 is direct about it. Because the Bank finds numerous material deficiencies in ML/TF during inspections of financial market participants, it says crypto providers must make sure employees whose duties relate to implementing ML/TF measures possess the appropriate qualifications and necessary knowledge, and must update staff knowledge and competences and provide refresher courses. That is the expectation CAPS was designed against.

Is CAPS accredited, and does Lietuvos bankas recognise it?

The programme is CPD accredited and built with practising AML specialists. Lietuvos bankas does not recognise, approve or endorse it, and no named private certification enjoys that status anywhere in the EU. What the Bank does say is that staff must hold appropriate qualifications and that competences must be refreshed. CAPS is one documented way of answering that — not a permission slip.

What experience is needed before starting CAPS in Lithuania?

Two entry conditions apply. • At least four years of professional experience in AML compliance or a related field. • A recognised AML certification such as CASS or an equivalent qualification, or other professional recognition. What does CAPS add to a Lithuanian CASP’s staff-competence evidence?

A CPD-accredited Certified Anti-Money Laundering Principal Specialist certificate plus a year of CPD institute membership, both dated and verifiable. Lietuvos bankas expects providers to assess the elements of their ML/TF internal control system at least once every two years and to carry out a business-wide ML/TF risk assessment at least annually. Staff qualification records feed straight into both reviews.

Can I enrol in CAPS without CASS or an equivalent qualification?

No. Entry requirements are applied strictly and there’s no discretionary route around them. CASS at €959 is the level directly below, and AML Foundations below that. Given how much of the Lithuanian sector re-papered its compliance function during the transfer of supervision to Lietuvos bankas, a fair number of people discover they need the middle step first.

How does CAPS fit around the annual ML/TF risk assessment cycle?

The course runs five to six weeks online at your own pace, so it slots into whichever weeks are quiet. Since Lietuvos bankas expects the business-wide ML/TF risk assessment to be reviewed and updated at least once a year, and after any material change, the Lithuanian compliance calendar has a predictable heavy season. Book around it rather than into it.

Is CAPS delivered in Lithuanian?

The programme is taught in English, with the Lithuanian framework running through the material: Lietuvos bankas as supervisor, the Law on Markets in Crypto-Assets and the AML/CTF Law. Worth remembering separately that Lietuvos bankas requires the programme of activities and client-facing procedures to be drawn up in Lithuanian for a licence file, so studying in English doesn’t remove that drafting job.

What does the CAPS exam involve for Lithuanian candidates?

Sixty questions taken online, combining multiple choice, case-based scenarios and true/false items, inside ninety minutes. There’s no test centre and no travel to Vilnius. The scenario questions are the substantial part and are written around judgement calls rather than recall, which is closer to what an inspection actually probes than a definitions test would be.

How high is the CAPS pass mark, and why?

You need at least 80% of the sixty questions. The bar is set there because Lietuvos bankas has said publicly that it wants only mature providers with adequate understanding of risk management entering the crypto-asset market, and a qualification that waved people through at 50% would be no help to a firm trying to demonstrate exactly that.

What happens if I do not pass the CAPS exam first time?

Two further attempts are available. Each becomes available fifteen days after the preceding sitting, giving you a fixed revision gap. Retakes are €75 each and feedback comes with every result. Plan the calendar backwards if a Lietuvos bankas application or inspection is approaching — three sittings with two fifteen-day gaps span more than a month at minimum.

Will the certificate be recognised beyond Lithuania?

Yes. You receive the Certified Anti-Money Laundering Principal Specialist certificate, which is recognised in Lithuania and abroad. Lithuania has one of the larger concentrations of licensed fintech and crypto firms in the region and its compliance professionals move between them frequently, so a qualification that stays meaningful across an employer change has practical value here.

How is the CAPS certificate issued?

Digitally and immediately on passing, together with the official CAPS designation. You can attach it to the staff competence records Lietuvos bankas expects a provider to maintain without waiting for anything to be printed or posted. The designation itself can be used in correspondence and on a professional profile from the day the result is confirmed.

What does CAPS cost in Lithuania?

The CAPS programme for Lithuanian CASPs costs €1695 including VAT, and that covers course materials, the exam fee and certificate issuance. Lithuania is in the euro area, so there’s no currency conversion between the budget line and the invoice. The only variable cost is a €75 retake, which applies solely if you need a second sitting.

Are discounts available to Lithuanian public-sector staff?

Yes. Public sector employees qualify for a 20% discount on the programme fee, and other promotions run from time to time, so ask before booking. Anyone employed at Lietuvos bankas or at the Financial Crime Investigation Service should say so when enquiring, since the applicable rate differs from the standard one quoted on the page.

Can a Lithuanian CASP sponsor places for its compliance team?
